MSU is the primary teacher preparation institution for Eastern Kentucky, which is clearly on the "wrong side" of the digital divide. MSU's President initiated a university-wide effort in January 1999 to transform teacher education programs for the 21st century and embrace the P-16 concept. At the same time, the foundation was established using a Capacity Building Grant to integrate modern learning technologies into teacher preparation programs. These efforts have produced far-reaching initiatives with broad support, including alternative routes to teacher certification. Outside funding is critical for the University to move ahead with implementing required changes.
